Attends local water board meetings and acts as liaison between ECO Resources and the Local Board and Client.
· Plans and directs the daily operations of the Facility. Initiates problem solving where necessary in the operation of facilities.
· Provides supervision for all personnel assigned to facility, establishes priorities, schedules work, determines and assigns duties; checks work in progress and completed work; provides field training, as necessary; works with Human Resources to resolve personnel issues.
· Reviews and submits sewer treatment plant, water well, and regulatory reports.
· Performs on-site management and inspection of facilities to ensure that facilities are operated and maintained in accordance with “Scope of Work” outlined in the Client contract and that all permit requirements and/or regulatory agency requirements are met, to include any sampling processes necessary for regulatory compliance
SECONDARY DUTIES:
· Answers questions and participates in problem solving with Client staff.
· Work may require irregular hours and being on-call.
· Work requires driving company vehicles; at on-site field locations, i.e. treatment Plants, wells, etc., work may also require lifting/carrying hoses, ladders, supplies, motors, pumps, etc.; climbing in and around clarifiers, belt presses, incinerators, pipes, etc.; operating heavy equipment.

KNOWLEDGE SKILLS AND ABILITIES:
· Requires knowledge normally acquired through attainment of a high school diploma or GED plus advanced vocational skills and knowledge of water and wastewater operations and management, which might be acquired by obtaining an Associates Degree in Management and/or certification in Water/Wastewater Operations. Bachelor’s degree preferred. Five to ten years directly related experience in water and wastewater treatment/operations, including at least three years in a managerial role
· Work is complex and varied and requires the interpretation of technical and detailed guidelines, policies and procedures; also requires ability to gather and interpret data involving analysis from several sources.
· Requires a general knowledge of accounting and financial administration related to reading and interpreting business reports and forms. Ability to develop and administer budgets.
· Requires skills in planning, coordinating, and directing varied and complex administrative operations; speaking clearly and effectively; writing legibly and effectively; collecting, analyzing, and interpreting data from a wide variety of sources and taking appropriate action; selecting, supervising training and evaluating employees.
· Equipment used includes company vehicles for transportation to and around field locations; personal computer and/or computer terminal- tools to inspect, repair, and maintain equipment. May also use pumps, motors, belt presses, laboratory test equipment, effluent sampler, etc. Perhaps move to Secondary Duties.
WORKING CONDITIONS:
Employee works in climate controlled office environment as well as field locations and plants; may also be subject to adverse weather and environmental conditions, including temperature extremes, humidity and precipitation; noise and vibration from heavy equipment; exposure to physical hazards from equipment with moving parts, high voltage electrical equipment, hazardous chemicals, bacteria in water.
